Crewing Standard Procedure

Glossary of Terms
Accreditation:

refers to the grant of authority to a foreign principal to engage Myanmease (Burmese) seafarers for specific ships through a licensed agency for marine employment.

Principal:
refers to a foreign person, partnership or corporation engaging and employing Myanmar (Burmese) seafarers through a licensed manning agency.

Ship owner:
refers to the owner of the ship or any other organization or person, such as the manager, agent or barefoot chatterer, who has assumed the responsibility for operation of the ship from ship owner and who on assuming such responsibilities has agreed to take over all the attendant duties and responsibilities.

Enrollment:
refers to the enlistment to the administration of a vessel by an accredited/registered principal to its appointed manning agent for the purpose of employing seafarers.

Administration:
refers to the Seafarer Department(SD)

Agency:
refers to a licensed manning agency, or to any person, partnership or corporation duly licensed by the Secretary or his duly authorized representative to recruit and deploy seafarers for maritime employment.

Marketing
Navitrade Shipping Inc; or Taw Win Linlak Akayee Co Ltd.; also referred to as Agency, through its Marketing Department, sends a business proposal to prospective Principal abroad or meets the prospective Principal personally to discuss the terms and conditions stipulated in the compilation of documents inside the brochure.

Complete Requirements for Accreditation of the Principal and Enrollment of the Vessel The following documents are required by the Administration prior to accreditation of the Principal and enrollment of the vessel:

List of vessels and their particulars/vessel specifications, including IMO number.
Crew complement of the principal and their corresponding wage scales.
Principal valid business license, registration certificate or equivalent document or proof of existence of business validated or certified by the issuing authority in the host country.
Other documents which the Administration may deem necessary.
The Vessel Specification will reflect the name of the vessel and other pertinent data needed by the Administration prior to its enrollment.
The pertinent data needed may be seen as follows:

  • Name of Principal
  • Address of Principal
  • Company Registration
  • Name of Vessel
  • Type of Vessel
  • Ex-Name of Vessel (for new vessel enrollment)
  • Nationality of Vessel
  • Gross Tonnage
  • Port/Flag Registry
  • Year Built
  • Type of Engine
  • Expected Joining Port
  • Length of Registry
  • IMO Number
  • Call Sign
  • P & I Cover certificate
    If the vessel assigned to the Agency was previously assigned to another agency in the Myanmar, a Letter of No Objection is needed from the local agency so that the new agency can use the vessel’s name and deploy seafarers for the available positions.

Crew Selection, Hiring, and Medical Examination
With utmost care, the selection and hiring of the seafarers are conducted by the Agency while medical examination is administered by its accredited medical clinic thoroughly.
The Agency must ensure that only physically and psychologically qualified seafarers are sent to the Principal vessels.
The following are crew selecting policies of our agency:
All our officers and crew must possess relevant certification and experience that satisfy STCW 95.
The officers and crew must possess relevant certification and experience that satisfy by Myanmar Marine Departments.
The age limit for our senior officers ( i.e. captain, chief officer, and second engineer ) shall be 55 years.
All our senior officers shall have al least a minimum of 2 years of experience in their respective positions on vessels in the last five years.
The age limit for all our junior officers ( i.e. third engineers and below, or second officers and below ) shall be 45 years.
All our junior officers shall have at least 2 years of experience in their respective positions on vessels in the last five years.
The age limit for rating shall be 35 years.
All our rating shall have at least 2 years experience in their respective positions on vessels in the last 5 years.
All our crew must be certified medically fit by a doctor.
All our officers and rating must pass a drug and alcohol test before joining your vessel.
All our officers, especially the senior ranks, must be conversant with ISM & ISPS.
All our officers and rating certificates must be authenticated by the Myanmar Marine Department
All our officers and crew must be able to communicate in English. For your information, they already passed Merlin English Tested.
All our officers and crew must abide by the company’s drug and alcohol policy, and safety policy.
We select crew certificate with our check-list according to ISO 9001-2008.

Ticketing and Deployment
As soon as the seafarers are ready, the Agency will communicate with the Principal to send the plane tickets needed, either by PTA or by the Principal sending the cash equivalent of the airfare. Once the plane tickets are received, the Agency will deploy the seafarers as soon as possible to meet the vessel’s requirement and avoid delay.
